Update – FAA Vintage and Experimental Aircraft Program

EAA Warbirds of America Headquarters, Oshkosh, WI

Over the past few months, EAA Warbirds of America has been working closely with FAA officials to revise the guidelines for pilots of aircraft certificated in the experimental – exhibition category. These are large aircraft, weighing more than 12,500 pounds, as well as turbojet powered aircraft, or airplanes that have a never-exceed speed (Vne) in excess of 250 indicated knots AND more than 800 HP.

Warbirds officials met with the FAA during the National Warbird Operators Conference in February and began to follow-up with them almost immediately. In April, Earl Lawrence, Vice-President of EAA Government Programs, and Bill Harrison, EAA Warbirds of America Vice-President met with FAA officials in Washington, D.C. to discuss the evolution of the Vintage and Experimental Aircraft Program. Lawrence and Harrison’s input brought quick results with interim guidance for the program being posted on the FAA website shortly after the meeting.

EAA Warbirds of America Government Affairs Committee and EAA are now working with the FAA regarding possible revisions to FAA Order 8700.1, Chapters 17, 32, and 38. These chapters, when revised, would provide written guidance for Airman, Authorized Instructors, and Experimental Aircraft Examiners in aircraft for which no type designation exists.

A significant step came on April 20, when FAA released Notice N8700.41, outlining revisions in the Experimental Aircraft Authorization Program. For details, visit the website: http://www.faa.gov/avr/afs/notices/8700/n8700-41.doc.

Airmen that hold LOA’s or LOOA’s to operate or instruct in vintage, experimental aircraft are reminded that they have until July 31, 2005 to convert their LOA’s and/or LOOA’s to ratings on their pilot certificates. The websites listed above provide instructions for this.

EAA Warbirds of America, working with the EAA Government Programs Office, continues its effective efforts with FAA to represent our member’s interests on this important subject.
